The Planning Obligations team at Canterbury City Council are looking for a Development Contributions Officer to join them.
We are looking to recruit a Development Contributions Officer to help manage the administration processes of the S106 planning agreements, Community Infrastructure Levy (CIL) and the Building Safety Levy (BSL). Working with others in the Team, you will provide an effective and efficient function for the collection, monitoring of S106 developer contributions, Community Infrastructure Levy and Building Safety Levy. Liaising with developers, stakeholders and internal teams to oversee compliance and timely payments.
It is an exciting time to join the team. The successful candidate will be encouraged to think creatively and contribute to improving how developer contributions are monitored, collected, reported, and delivered, helping to support the delivery of the Council's Infrastructure Delivery Plan.

About this job
This role will help manage the collection, monitoring, and spending of S106 developer contributions, Community Infrastructure Levy, and Building Safety Levy.
Here's what you'll get up to:
- Administer, record, collect, monitor and report on Community Infrastructure Levy, section 106 financial contributions, and Building Safety Levy in accordance with the regulations
- Ensure Community Infrastructure Levy Liability notices are issued correctly, including measuring plans and checking applications for exemption/relief against evidence provided
- Deal with enquiries from applicants, agents, and other stakeholders in relation to Community Infrastructure Levy, section 106 financial contributions, and Building Safety Levy
- Contribute to the development of standard operating procedures, protocols, and guidance for the administration of the Community Infrastructure Levy, section 106 planning obligations, and Building Safety Levy
- Support internal services and external bodies (e.g. Parish Councils, County Council) with the expenditure of Community Infrastructure Levy and section 106 monies
- Assist with the enforcement of non-payment of the Community Infrastructure Levy and Section 106 planning obligations and compliance with non-financial section 106 planning obligations
About you
Your knowledge:
- Familiarity with financial processes such as invoicing, payment tracking, and reconciliation
- Understanding of planning and building control processes and regulatory frameworks
Your experience:
- Experience of using databases to record and analyse information
- Experience of working with a range of customers and professional organisations
- Experience in administrative roles (preferably within a local authority or public sector setting although not essential)
Your skills:
- Attention to detail and accuracy in processing documentation and maintaining records
- Ability to interpret, understand and apply guidance, regulations, and process maps
Your qualifications:
- 3 A levels or equivalent or significant relevant experience
